The ball friction washer sits inside the faucet body around the shaft/ball mechanism and creates the resistance that gives the faucet handle its feel. When worn, the handle becomes sloppy, doesn't return to position cleanly, or the faucet won't hold closed. A common wear item in high-volume faucets.
